I believe the requirement to unload the gun vs. just removing the holster with the gun intact, is both onerous and dangerous. This needs to be changed, but the problem is that these laws are being challenged on so many fronts that it's difficult to get to everything.
At least the lower is easy enough to assemble at home. Pin and weld, not so much. Which actually makes it more strange. The lower is only required to have the stock fixed in place which should be easy to accomplish.
