It is a federal regulation specifying the minimum number of US Made parts on a foreign gun that was imported in sporterized configuration. The AK guys all have to follow there rules when converting Saigas and thumbhole stock AKs. I would just be guessing, but increasing the capacity of your Italian made gun to more than 4 in the tube might trigger this requirement.
