Barreling M1 Garand receiver

Is this something I should do myself? I've got no gun smithing experience, I've only taken apart and cleaned guns before. I have no special tools, no vice and no special wrenches, just an auto kit. I have a small apartment so not even a garage or basement to do any work.

 

Are there any gunsmiths who can barrel my receiver? I'm in Manahawkin, the closer the better but I will mail it out if I have to.
