That means that the cops demonstrated sufficient probable cause in their affidavit as far as the judge was concerned. Unless you can prove the cops lied in the affidavit there is no recourse. Probable cause for an arrest can exist but not enough evidence to prove beyond a reasonable doubt is another. If charges were dropped, it certainly supports the the idea that the charges were political. With out knowing exactly what they claimed we cant know it was political...
