Spent shell casing.

Ideally, cases should land in the 3-4:00 area. sounds like your gun is a bit "overgassed". Your brass cased stuff is likely hotter than your steel case (russian steel case is traditionally weaker loads) and so the brass is chucked more forward. Only when you run the weaker steel case stuff is it ejected in the proper direction. So, in essence, it appears to actually be tuned to run good with the steel cased stuff which is a nice thing (many guns have trouble with teh weaker steel case stuff). What ammo do you mostly shoot? If its steel case, then you may want to leave it alone as its running perfect for that load.

 

Is it a carbine length gas system by any chance? CArbine length gas systems run at a higher pressure than mid or rifle length so they tend to exhibit "overgassing" issues more thean "undergassing". The chart gives a rough idea of some potential issues and solutions.

Are you cleaning your chamber between using steel and brass?  Issues with brass sticking in chamber after having shot steel.  Though to be residue baked on chamber that is used on steel casing causing hard extraction.

Its a s+w  m+p15. a carbine gas system.  It runs great,  its not a problem for me I was just curious. the steel ammo is wolf 223/55gr  brass is fed xm193 ball. 

 

Though it may not be an issue now, and overgassed system may put undue stress and wear on your bcg.  Better to correct it now than spend money on replacement parts.  An H buffer may solve everything for you.
