They are reflecting back to the days of the LA bank robbery where the gunman were so heavily armored, they couldn't be taken down. That's where head shots from a sniper should of worked. Lol..

I know this is an unpopular view, but IMO it would be best that when such laws are passed there be no exceptions allowed, under any circumstances. It should apply to everyone, including police, judges, politicians, and the criminals that we sometimes see in body armor, when the police think they need extra protection while being transported to and from the courts. I think a no exceptions rule would eliminate knee jerk legislation, or at least force lawmakers to sacrifice their own rights as well.
