Carcano 14 Posted July 12, 2016 yes reading more closely further down the "collector" option it opens up to more than a collector.....but where the empty box is "REASON FOR EXEMPTION REQUEST (MUST be Completed):" what is everyone writing in there? seems as though its already answered by checking the box above? See below, you are a collector of new and vintage handguns...write that and submit the application. No documentation is required, next thing you know the approval will come back. thanks....just wanted to ask what others have used and been approved with......the obvious "because the ogam is total horseshit" probably wouldn't work lol...and with nj "justifiable need" i figured something as simple as "enhancement of my collection" was far too simplistic I wrote "I collect new and vintage firearms". Nothing more and I was approved for 6 handguns. I'm sure if I had the money I could have ordered a dozen of each and had 72 pistols approved without any issues. I did not submit any documentation. My local PD did ask me about the guns, I explained what they were (Capt Lt. wanted to know what "Cugir" was and if it was indeed "Luger", for example). That was it, the only other contact was when he called my FFL dealer and asked what I was purchasing and that these were not assault weapons (not every cop is familiar with firearms). It will also not hurt to mention each and every firearm or 2A organization you belong to. This helps to establish you are a firearms enthusiast, and not just purchasing three off. No reason to do so and I would advise against it. This is real simple...you collect new and vintage handguns. That's it, nothing more.
45Doll 5,883 Posted July 12, 2016 No reason to do so and I would advise against it. This is real simple...you collect new and vintage handguns. That's it, nothing more. The reason I do it is that in the statute (2C:58-3.4) membership in such organizations is listed as reason to justify an exemption. I choose to cite all the justification I have. To wit (underline mine): "If an applicant is a member of an organized gun club; firearms competitors organization; firearms collectors organization; or any other organization dedicated to the acquisition, preservation, or use of firearms for historical, investment, training and competitive, recreational, educational, scientific, or defensive purposes, or any other lawful related purpose, such membership shall be considered in determining whether the applicant qualifies as a collector;" Of course someone else may choose not to. Rob0115 1,107 Posted July 12, 2016 I've done it twice and wrote I am a collector and it only took two weeks for the SP to approve.
pjd832 146 Posted July 12, 2016 thanks guys and am i correct in there being 2 forms that need to be submitted together sp 015 and sp 016?
GRIZ 3,369 Posted July 13, 2016 I've only got the exemption once. I listed "collection" for reason. No questions asked. Got it back in 10-14 days.
45Doll 5,883 Posted July 13, 2016 thanks guys and am i correct in there being 2 forms that need to be submitted together sp 015 and sp 016? Yes. One is for you the buyer, and the other is for the seller. If there are multiple sellers, you need one form for each. I did this when I bought several new pistols and transferred one pistol from my wife to me.

I understand but I refuse to volunteer additional information unless it's requested. I've never heard of anyone being asked to provide proof they are a collector. I can see if you are applying and it's for "competition" that might require supporting documentation. Not everyone who collects firearms is part of a organization and can show "membership" as proof. I believe NJSP knows this and that's why they continue to approve me and others who are just "collectors" and the type of handguns purchased and purchase patterns can be a good indicator if you are really a collector. I'm fairly young and self-employed so I thought that would send a red flag and almost expected a denial and having to appeal but that wasn't the case. Still, if I was contacted by NJSP and they wanted proof I could send them my Eastern Insurance Co. policy copy showing what I own and it's pretty clear I am a lawful collector.
