Its a mag pouch I think, you'd be surprised what you can shove in them.

Moving through forest and uneven terrain over long distances, you want as much weight as possible off of your legs - especially thigh holsters.

 

Dude probably just ditched the gun belt and used the double M4 pouch as a field expedient alternative.

yea.  they even make holsters that fit inside those pouches.  i know the g-code incog is shown inside the haley strategic chest rig, but i've seen others as well.  i just can't remember
