GRIZ 3,365 Posted January 6, 2015 There is no training course for the Law Enforcement Officers Safety Act (LEOSA) which was HR218 before it became law. You have to qualify annually passing a course of fire used by any law enforcement agency in the state. This has to be certified by a firearms instructor. You have to carry this certification along with your retired ID. The few restrictions are detailed in the law. State and local governments can restrict carry on their property, you can't be under the influence, you can only carry a gun with the same type of action as the one you qualified with and a few other restrictions. I think commercial ranges like Shore Shot and Gun for Hire will do the qualification for a fee like $50. You need to make an appointment to do this. Qualify and read the law and that's your training course. However, you also need to be aware there is an opinion letter by the NJ AG saying that although they recognize LEOSA if you are a retired LEO living in NJ you need to have a NJ Retired Police Officer permit from the state. This is in contradiction with LEOSA which is Federal law. I can't see how the NJ AG thinks federal law is not applicable in NJ. Quote Share this post Link to post Share on other sites
PK90 3,569 Posted January 6, 2015 I think by "training course" the OP means "re-qualifying course". The following is my suggestion and your choices: 1. If you are retired from an agency outside of NJ, find someone to qualify you in that state, or in NJ once per year. Carry your retired ID and the proof of qualification with you. 2. If you retired from a NJ agency and want to follow NJ Law, qualify twice per year, and apply for your NJ CCW. Carry that card only with you. 3. If you retired from a NJ agency and follow Federal Law, qualify once per year. Carry your retired ID and proof of qualification with you. That is what I did. Sent from my iPhone using Tapatalk Woodland park range does offer HR 218 and the free quals are for members who are retired LEO's.Quals are Tuesday's 11am-1pm and Wednesday 5pm-8pm. redwings9 5 Posted January 7, 2015 Griz and PK are correct on all counts. The good thing about the RPO program is the exemption related to GF school zones restrictions which LEOSA did not cover along with the issues related to magazine capacity restrictions. Some of the things related to the RPO program are a pain like the 1 yr renewal,age restriction(75) but NJSP deserve props for at least having a program when many states do not and this coupled with some depts across the country refusing to issue retired ID cards at least in NJ there is a process that does not exist in many other states. The AG knows damn well that LEOSA trumps state law but he will not cross that bridge until he needs to, same thing with the ammunition restrictions that are exempted by LEOSA but until the state has to defend the position in court for something like the carrying of JHP or someone carrying under the federal law over 75 than they will do nothing including the issuance of guidance.
