FID/Permit Application - money orders

I'm not sure if my town changed their application policy, but I wanted to ask you guys if the $18 money order for the mental health check is supposed to be handed in WITH your FID/p2p application?  I always thought this was normal procedure as I always submitted everything (application, mental health form, $18 money order) at the same time and then paid the $2 money orders for each p2p when I picked them up.

 

Now, my in-law and another family friend are trying to apply for the first time, but for whatever reason the PD is refusing to take their $18 mental health check payments and I'm starting to suspect this is only to delay processing.  I didn't take note of this until now and it's already been almost 3 months. 

 

This isn't normal.... right?

For just permits, yes.  I meant to say for the an initial FID application.  I remember being required to have all forms and payments otherwise they wouldn't take anything.  Now, three years later and they arent taking money orders...  and coincidentally taking longer to get that call

The $18 is for the NJSP background check, not the mental health check. On your initial application, the fingerprinting (and related fees) covers your initial NJSP background check. It's only on subsequent applications where you get charged the $18 for later background checks.
