OGAM Exemption paperwork MUST be submitted with P2P ?

I thought (dont ask me why)  OGAM Exemption paperwork can be submitted anytime, as long as one has enough P2Ps to cover the transaction.

 

Then I see the following wording on SP-015 dated 07/12.

Exemption Application and Seller Certification forms MUST be submitted at time of application for Permits to Purchase a Handgun.

-----------------------------------------

 

Does this mean Exemption paperwork can only be submitted along with P2P paperwork and not separately ? Doesnt make sense to me..

The same wording was on the previous version of the form dated 6/11. I used that form by itself in October of 2013 to apply for an exemption to use with permits I applied for the previous July (and hadn't received by October). The permits and the exemption were all approved and I received them together. I did not hand them in at the same time.

In practice, it's not required but it's advisable to avoid delay in processing. You can apply for the # of handguns on your exemption plus 3 permits subject to OGAM no problem (or more if you can get extension). Just remember, the Lieutenant at SBI is requiring the exemptions be sent in by the PD now and not from you.

So if I have this right, for the exemption, you must know the models and serial #s of the guns in advance of filing the paperwork. like for a matched set of revolvers. Am I correct?

Yes and you need to have the ffl or private seller fill out the other form.

More efficient to complete everything at one time (P2P, SP015 & SP016 originals) and submit at local PD.  You can get permits first and then go back for the exemption by submitting the 015 & 016 forms as I have recently done.  However, it is time consuming.  As others have said, these must now be sent to NJSP through your local PD.  Thanks to the good people and information I obtained herein I was able to apply for and be granted an exemptioin.

I applied for the permits first. My local PD or State police lost the exemption paper work the first time I gave it to them. When they got the forms the second time it took about a month to get it but that was during Christmas and New Years.

Funny.  Exact same thing happened to my paperwork as well.  NJSP claimed local PD never sent the 0016 form or it was lost.  Same time frame as well, between Christmas and the first week of the new year.  Starnge...

Congratulations. How long did it take for your exemption ? Together with P2P or separate ?

Took me only one week to receive the exemption back through the local PD "after" the lost paperwork issue was corrected.  Total of three weeks including the lost 0016 form exercise.  However, I will say that my local PD and the women at the NJSP were very kind and very helpful and did a fine job helping me out.
