Yes.   The NJ resident travels to an FFL in NYS(not NYC) and does the transfer there.     The NY resident could get the gun in  NJ FFL but they would need to apply for and obtain a firearms purchaser ID, hence, you going to NY.

 

If you mean, you hand a gun over and they hand you cash, that's illegal.

You would have to check the requirements of NEW YORK law, and if he is from New York City, their law as well.
