No BCG OR CH. You'll have to permanently attach a brake / comp to bring it to 16 inches.

 

I purchased this upper last year for about $40 more (plus $15 s/h) and have been very happy with it. Just thought I would share for anyone looking for an affordable good quality (in my opinion) upper. Enjoy!
