Can I use a PA FFL?

I'm looking to purchase a rifle that would need some work done on it to make it NJ compliant. Can I have the rifle shipped to a PA FFL, so that he can also do the compliance work? I'm assuming no, but wanted to see what my options are. If not, can anyone recommend a FFL in NJ who is also a gunsmith that does excellent work. Thanks in advance guys.

I'll give him a call. Thanks. I'm looking for someone who can pin and weld a brake in a manner in which it can later be removed without damage to the barrel or the brake.

FYI - according to the NJSP,  if the modification is not considered permanent, the gun is not compliant.

 

They do however consider welding permanent..............

Not sure you'll be able unto/remove the weld on a brake without gouging or destroying it. Think about it, how are you going to remove the spot weld that's left over the pin/hole? You're going to have to grind out and remove some material from the brake so you can get to the pin before you can unscrew the muzzle device.

Reversing a pin and welded brake would include either.

 

Grinding off enough weld to gain access to the pin.

 

Removing the pin.

 

Unscrewing the brake

 

Weld filling the holes in both the barrel and brake.

 

Rethreading the barrel and brake.

 

Possible heat treatment and stress relief to correct for the welding.

 

Refinishing the parts.

 

You should consider that the brake at least will not be worthwhile after being used in this manner.

 

The process is permanent for all intents and purposes.
