Question about Selling a rifle to an out of state buyer

I have a guy who is currently interested in buying a rifle from me. He lives in New York, my question is if we do a face-to-face transfer, does it have to be at a New York FFL or can we do it at an FFL in NJ???

Depends on the receiving FFL. Some will with a copy of your D/L to tell him who is sending it to him. Some will not.  Buyer would have to let you know who he is using and what business practices the receiving FFL has.

One last note: You can ship a long arm via USPS, but you must declare. Consider registered/insured.

I believe it must go Express... meaning next day. Pistols can only go USPS through a FFL (meaning a FFL ships to another FFL).

 

I just shipped a Winchester 1897 to Illinois via UPS for about $27 (with insurance; long guns can go Ground). Need a copy of the FFL for UPS to include with package, walk into a UPS hub (not a UPS Store), and it is good to go.

 

I always ship with a copy of my license, as FFLs are required to log where the gun comes from. When I had that same Winchester shipped to my FFL, I told the guy that he needs a copy of the license. Said, "no problem." Gets there... NO LICENSE! My FFL couldn't log it in until he contacted the guy and had him fax a copy over.

You can ship yourself to an FFL not to the individual.  Not all FFL's take shipments from individuals but the majority do.  I highly recommend FedEx 2 day and not using USPS.  I had an issue where the took the firearm, after I did everything correctly, and it took more than a year to get it back through appeals through my post master and finally hired a lawyer.  If you ship fedex you must take it to a fedex central location.  You cannot use a Fedex office location.
