Upper to a house?

Can I have an Upper shipped to my house or does it have to be to an FFL?

No serial so to house is fine.  The only part of an AR that needs to go to a FFL is the lower receiver.

You can have all the parts and still be fine - without the lower receiver it's not a firearm.

Is this climate we have today, especially in NJ, why take the chance, he most likely wil have the work done somewhere to make it 'Jersey' legal. Why not just send it there and avoid any complications that *may* arise?

I agree with this. Personally I would have a stripped upper shipped to my house, but anything needing compliance work (i.e.threaded barrel and brake, completed upper that needs compliance work, etc) shipped to the person doing the work.
