Yea,bugged the hell out of me too. Bothered me when they grounded the Blackbird as well. I guess the Hercules gunships are good enough these days. Weight. .50 API actually penetrates more than AP and probably would have gone through. During the summer we fired M2 AP .30-06 at a steel plate 1-1/4" thick, but it was not "armor." Not sure if titanium armor gets any particular additives or heat treatment as I am not familiar with its properties. The .30-06 AP went through the block and stopped with the entire bullet sticking out the rear except for about 1/4" of the rear of the bullet still stuck in the block. The tip is still sharp enough that it will cut you open and the core is completely undeformed. .30-06 M2 AP is pretty well know for having incredible cores and penetration.
